I'm new editing videos and not sure where to go from here.
Is there any way to fix this?

I would play around with the higher end of the spectrum.
There seems to be a cut-off of the highlights, you can probably mitigate that with curves ( "S" shape) and/or cutting off the top end, it might reduce the smear effect.
