Frame stutter with Resolve 20 and 19

Hello ! I encounter a wired problem;
Resolve 20 +19 run on a Lenovo Legion Labtop 16 MB Ram, RTX 3060 6 GB Ram, USB C connected SSD external Haard Drives , Windows 11
Problem: Timeline with 2 Video and Audio Tracks can not replay smooth .mpg4 HD Video 1080
I started out with the original mpg4 files in 1080HD. The Footage came from a SSD external Drive USB C
The Timeline I created from the mpg4 Files directly so no project settings can make any problems
To my surprise no smooth stutter free playback was possible. About all 2-4 seconds the playback paused for milliseconds..
Framerate seems stable at 30fps. But I can see the timecode pause all the time. I tried to use Proxies in every configuration
down to quarter resolution in "everything" No change. I converted the mpg4 to dmxHd LB and used them as original source: No change.
Even those with quarter resolution everywhere: the same drops and stuttering playback..
Played with every option I could find in the inerternet.... All the same... Sometime I had the feeling it would workwith redicoulus low resolutions
but no chance after 1 or 2 Minutes back to stutter... I could not believe this and made the same Project in Adobe premiere : Frustrating succes:
No drops and the original mpg4 Files played absolutly nice and smooth . Playback started with no delay and nostutter what so ever. I used all my different
self rendered "Proxie media" ... all good . All Data from the exact same SSD . In Final Cut the same: No Problems on a 2015 Mac Book!!
This is no 4k just HD 1080 Footage .. 2 Video Tracks : WHAT IS GOING ON ? SSD use about 20 % CPU use about 12% Ram use 60-70 % all data when playback in Resolve
And all of this is the same in Resove 19 or 20. I am out of any Idea what this could be...
When the Footage starts rolling in Premiere I get shocked how smooth and alive and reactive the Video looks and "feels" . This is beyond my explaination ..
Anybody with in idea what I can test or check in Resolve to make this stutter go away ?
