Drag and drop not functioning

Help! I'm having the same problem: drag and drop won't take new clips. I'm trying to load jpg files to get my credits on a video.
The video is ready to go, just need credits. The system seems to be locked closed. "Import media" opens but won't accept any new files.
It may be set to "run as administrator," but that won't disengage either.
I believe the editing started in DaVinci 18.3, but is now in 20. What is blocking this?? Have a deadline now!
Anyone have any ideas? Thanks!

Close DaVinci Resolve completely. (Check Task Manager to ensure Resolve.exe isn't hanging in the background).
Right-click the DaVinci Resolve shortcut icon on the desktop or Start Menu and select Properties.
Go to the Compatibility tab.
Look for the checkbox that says "Run this program as an administrator."
Relaunch Resolve normally and try to import again.
The reason this happened is DVR is admin, but file explorer is not. The mix in communication is what creates the conflict.

- If it's checked, uncheck it.
- Crucial Step: Click the button at the bottom that says "Change settings for all users." A new window will pop up. Make sure "Run this program as an administrator" is unchecked there as well.
Relaunch Resolve normally and try to import again.
